Until the 1940’s healthcare treatments were primarily deployed on a local basis and the responsibility of payment was squarely on the individuals receiving treatment. At the end of World War II the US Government decided to deploy wage fixing laws. This meant that every job had a fixed wage and employees could not earn more or receive raises. In order to side step this unintended consequence the US Government made a provision for non-cash benefits which included healthcare coverage for employees. Once implemented corporations could not pay more for a job, but could offer better non-cash benefits and attract top talent. This was the beginning of the third party payer system as we know it today.
